Questions:

Contract Awards and Debriefs

  1. Do you expect ICAs to be conducted via oral presentation or primarily via written means? (02/04/03)
    We expect that the majority of the ICAs will be written. However, for some BIAs, we may elect to use oral presentations.
  2. As a result of the Phase 2 down select, will you publish successful and unsuccessful bidders? (02/04/03)
    No, we will notify the successful and unsuccessful bidders directly, but will not publish the down select list of bidders.
  3. Will the government, PEO STRI or NTC participate in evaluations and award decision? (02/04/03)
    The government will participate in developing the requirements and the evaluation criteria for an RFP. They will be in an oversight role during the evaluations. The LSI will select the winner and provide a Contract Change Proposal to the Government to add the implementation of that TCG to the LM NTC-OIS contract.
  4. At what point will down select criteria be published? (02/04/03)
    Down select criteria will be published at the beginning of Phase 2.
  5. During the contracting phase, will you negotiate with a subcontractor? (02/04/03)
    If we have an issue with cost, we intend to work those in advance with PEO STRI. If there is an unexpected issue on cost, we will revisit the requirements. It is not our intent to negotiate.
  6. Will the acquisition process include a down select phase? (02/03/03)
    There may be a down select phase for one or more BIAs. During Phase 1 of our acquisition process, suppliers will register interest in a BIA. Based on the Phase 1 response, we may execute a quick turn around Phase 2, Initial Capability Assessment (ICA), to down select the bidder pool before issuing the RFP material.
  7. Will you conduct debriefs? (02/03/03)
    No, due to time constraints, we will not conduct post-award debriefs, written assessments, or technical interchanges. However, notification will be sent to the successful and unsuccessful bidders.
  8. Will you release information about awarded contracts? (02/03/03)
    Yes, we will post information about contract awards, to include the award date, selected contractor name, city and state.

Funding and Schedules

  1. If OIS has a baseline funding update to the Army, will you provide ROM windows (targets) for the TCGs? (05/13/04)
    We plan to advertise fiscal planning ranges. This information was previously posted on the Web site, but was removed during the restructure effort. As soon as it is available we will post this information on the Web site.
  2. Are there cost range expectations established and to be shared for the new TCG groupings? (05/13/04)
    Information on fiscal planning ranges will be posted on the Web site as soon as it is available.
  3. What is the current projected acquisition schedule for the Radar and UAV TCGs? (05/13/04)
    As posted on the Web site, these TCGs have not been scheduled. They will be rescheduled based on funding and program priorities. They are not planned to be started in CY04.
  4. Are proposed budgets already established for the TCGs? If so, how do we find out about them? (09/16/03)
    Fiscal planning ranges for the BIAs are available to registered suppliers in the Fiscal Planning Document that is posted in the Program Information › Program Documents section of the Web site.
  5. Is it possible to post a draft copy of the current Deployment Plan before the release date of December 2003? (09/16/03)
    No. There is an overview in the PDR presentation package that is posted in the Program Information › Program Documents section of the Web site.
  6. The BIA schedule shows Weather data required for AWE being developed 2 years after AWE development. Shouldn’t these TCGs be more concurrent? (02/05/03)
    First, you can’t conclude a period of performance from the BIA phase schedule. While the Area Weapons Effects TCG is being competed before the Weather TCG, this does not necessarily mean that it will complete before the Weather TCG. Our execution schedule for the TCGs is based on a desire to complete the higher risk, developmental software products first and go through significant integration. Since the AWE TCG is a relatively complex software effort, we have scheduled this TCG to occur relatively early in the program. The Weather TCG is considered a low risk, low complexity effort. Given the priorities and funding constraints, we elected to do the AWE first, even though that TCG will have an interface to the Weather capabilities. Test drivers will need to be developed for AWE software test and integration until such time that the Weather TCG is available. The LSI will provide the Weather-related interface specification that must be accommodated by the AWE product(s).
  7. Are you looking for upper bounds or a ceiling for cost for each BIA? (02/04/03)
    The LSI will have a cost estimate that we will use in evaluation, but it will not be published. The government will also have a cost estimate that they will use when evaluating the LSI's ECP.
  8. I assume there is funding profile per fiscal year. I assume that you are establishing priorities based on funding. (02/04/03)
    That is one of the considerations in determining priority. The schedule was also laid out based on technical risks, obsolescence, and other programmatic factors.

General Information

  1. Does the CTC-OIS program have the requirement to produce architecture documents in the DoD Architecture Framework (DoD AF)? (08/11/04)
    No. The CTC-OIS architecture is the CTIA. The CTIA program does not currently have a requirement to produce architecture documents in DODAF. The CTIA program started work in April of 2001 prior to the DODAF mandate. CTIA is a product line architecture and the artifacts described by DODAF are not sufficient for representing architecture commonality and variability, which is important to a product line architecture.
  2. What is the terrain model? (05/13/04)
    The SNE for CTC OIS is expected to be provided by PM Constructive as GFE, the SNE is the single environment used on OneSAF.
  3. What is the TENA/CTIA interface? (05/13/04)
    Through a CTIA Services Implementation.
  4. Is IEWIPT SECRET? (05/13/04)
    Yes.
  5. Do you plan to update the SDD with the changes that are being presented at Industry Day? (05/13/04)
    Yes, we plan to update these in preparation for our PDR. The schedule is still being worked, but we anticipate it being around the October 2004 timeframe.
  6. Where/how do we get the wrap-around simulation to provide as CFE? (05/13/04)
    The wrap-around simulation will be in the LSI Integration facility. The TCG provider will have access in our facility. This item is being provided as GFE.
  7. Is the 17 minute video model (presented at the May 2004 Industry Day) going to be made available via the Web site or otherwise? (05/13/04)
    We are looking at posting it to the Web site as an executable, but do not plan to distribute based on the evolution of the model.
  8. You stated that the school houses would supply the approved algorithms. Is it expected that the Bidders would be responsible for coordinating and standardizing the algorithms to the training requirements? (05/13/04)
    Yes.
  9. The test and integration plans discussed builds 0-4. With 23 TCGs, each test will obviously include multiple TCGs. Prior to entering the integrated test portion, will TCGs be required to conduct “stand-alone” acceptance tests to test requirements allocated to that TCG? (09/16/03)
    There is a level of testing required before delivering to the LSI. The specific requirements for each TCG will be in the TCG SOW.
  10. Is DOORS usage for requirement tracking through to implementation testing required for the subcontractors? (09/16/03)
    DOORS is the requirements management tool that will be used on the NTC-OIS program. The subcontractors will have access to the LSI environment, which includes DOORS.
  11. Do you require the use of designated toolsets? (09/16/03)
    Where specific tools are required, the TCG developer can work in the LSI environment.
  12. If a TCG is delivered for Build 1 and it is affected by Build 2 CTIA contents, will the TCG developer get an ECP or will the LSI perform fixes? (09/16/03)
    It depends on the TCG and the complexity and scope of the change. This will be addressed on a case-by-case basis.
  13. Will the LSI make available to bidders the TOCR plan? (09/16/03)
    Our plans are captured in the PDR presentation package that is posted in the Program Information › Program Documents section of the Web site. Specific requirements will be allocated to the affected TCGs.
  14. How will new technologies be incorporated into the build process? Will this be at the end of the build or in shorter spirals? (09/16/03)
    New technologies will be incorporated as part of the build.
  15. Will there be a BIA for each TCG? (07/18/03)
    There will be one or more TCG's encompassed within a BIA. Please reference the BIAs page for more specific information.
  16. What does the contractor do between TCG completion and the OIS integration period if there is a significant lag? Will he be kept on contract? How does he maintain his staff? (02/05/03)
    The TCG acquisition and execution dates are planned to align with our NTC-OIS builds. We will ask bidders to propose an approach that will minimize costs if the completion date occurs well before any future integration or deployment support that may be required. We will be asking you how you will maintain your staff expertise.
  17. To what level will encryption be employed (i.e., will player/unit data need to be encrypted at the player unit)? (02/05/03)
    The security solution has not been designed at this point in time. Trades will have to be made to assess the overall impact on latency, bandwidth, and vulnerability. We expect to have a better understanding of the requirements implied by the Secret System High designation later in the program. It is strongly desired that the data to and from the Player Unit not be encrypted.
  18. Over the next 4-5 years prior to IOC what is the plan to ensure that the CTIA PLAF content continues to reflect current technology (e.g. new software breakthroughs, new standards)? (02/05/03)
    IOC is at the end of FY 2006. Your question is really aimed at the CTIA program. The CTIA is founded on a need and desire to accommodate new technologies and standards without major cost or disruption to the using system. Our goal is to build an NTC-OIS that is CTIA-compliant and therefore extensible, scalable, and able to adopt new technologies without major upheaval or cost.
  19. What is the contractor’s requirement to interface with efforts for embedded training for FCS and Objective Force Warrior? These impact the digital tactical monitoring, AWE/killability, video monitoring from soldier sensors, integration of soldier resources with OIS portable computing resources, and the use of tactical C4 used for training connected to instrumentation communications infrastructure. (02/05/03)
    Specific NTC-OIS requirements are to support the systems that will be fielded in the IOC timeframe. We are in the process of working out the specific list of systems to be supported with ATSC. Objective Force Warrior has been cancelled in favor of extending a Land Warrior solution; the first version is scheduled to be fielded to the rangers in 2004. The CTIA program is working with the FCS and Land Warrior programs to assure the architecture supports embedded training systems. Secondly, OneSAF has been called out as the constructive model for FCS. As such we will interface with OneSAF via the HLA interface (assuming HLA remains in place) and/or the FCS will use a CTIA SAF component embedded in the platform. Next, the TESS portion of the embedded training kit will interface via a CTIA TESS interface.
  20. With the eventual demise and renaming of ABCS into an FCS C4I system what are the plans to mitigate the upheaval in programmatics and technology? (02/05/03)
    Based on current information, it is not clear that ABCS will be gone in the NTC-OIS IOC timeframe. It should be recognized that CTCs will always have to support a mix of legacy, interim, and objective force with varying analog and digital capabilities. CTIA is a component-based architecture with purpose-based interfaces to assure adaptability. Adaptability will allow NTC-OIS to support this mix of forces.
  21. What is the plan for interoperability of external live/virtual/constructive systems (e.g. CCTT, JTASC, etc.) with the OIS? (02/05/03)
    The System External Gateway TCG will supply the external interfaces needed to support interoperability with the NTC-OIS. At this time, the specific external systems have not all been defined.
  22. Can you please describe the O&M model? (02/04/03)
    The O&M model is part of the overall LTT maintenance over time. Under the LTT program, PEO STRI is working a maintenance plan. The plan will address this and will include the CTIA software maintenance.
  23. Is there someone I can contact if I have questions about the NTC-OIS program, the NTC-OIS LSI, or have questions about using the Web page? (02/03/03)

    The NTC-OIS web site is our primary vehicle for communicating with you about the opportunities. Check our web site regularly. We expect to implement an email notification service in the near future as well. This service will enable you to subscribe and automatically receive notifications when the site has been updated with topics of interest to you.
  25. Will I be notified directly? (02/03/03)
    No, we expect industry to keep abreast of the opportunities via the Web. We plan to incorporate a subscription mechanism that will alert subscribers of new information on the web. If our analyses suggest that your company has a unique offering we would like to consider, we will contact you and encourage you to participate in an opportunity.

GFE / GFI

  1. Is there a need to refine or improve some of the weapon simulations provided by OneSAF or do we use OneSAF as is and only provide simulations in areas that OneSAF does not cover (area weapons, etc.)? (07/18/03)
    There is no requirement to use OneSAF for modeling. We do require validated or approved models. It will be up to the BIA bidders to propose the best value solution.
  2. What is the relationship, if any, to the OneTESS program? Is OneTESS being developed to the CTIA architecture? (02/04/03)
    OneTESS will provide the player units as GFE to the NTC-OIS program. The OneTESS Operational Requirements Document (ORD) requires CTIA compatibility. The NTC-OIS team plans to interface with OneTESS to assure requirements for the NTC are met.
  3. If the government provides SNE, what is the guarantee that models have enough data to enable weapon simulations wanted by NTC-OIS? (02/04/03)
    For all GFE TCGs, the LSI team will be working with the PM providing the TCG to assure NTC requirements are met.
  4. What components are already available in the CTIA Product Line Architecture Framework (PLAF) from MOUT and DMPRC? (02/04/03)
    These programs have not yet contributed to the CTIA common component repository.
  5. If suppliers need to obtain GFE or GFI to provide a best value solution, will they be expected to get the GFE / GFI through the LSI or from the Government? (02/03/03)
    Subcontractors will request GFE / GFI through the LSI. The LSI will obtain any GFE or GFI required for the Program and its subcontractors. Suppliers will be expected to identify any GFE / GFI needs in their proposals, provide a rationale for the need, and be prepared to accept terms and conditions for managing the products while in supplier care. GFE / GFI requirements will be evaluated during the proposal evaluation process in determining the best value solution. Where applicable, GFE and/or GFI availability information will be provided in the RFP material, for use by all bidding on the opportunity.

Protecting Data

  1. How will my proprietary data be protected? (02/03/03)
    Proprietary data falls into two categories: Source Selection Sensitive (proposal data) and Proprietary Products or Licenses. For Source Selection Sensitive Data , a Proprietary Information Agreement (PIA) will be executed to cover the exchange of proprietary information. Access to proposal information is restricted to only the LM STS (formerly LMIS) evaluation team and the government team. Our corporate policies dictate that the proposal information will be safe-guarded during and after the acquisition phase. For proprietary products or licenses, a PIA will be executed to exchange proprietary information. If your offering requires the use of proprietary or licensed products, be aware that such an approach directly conflicts with the goals for this Program to reduce total ownership costs and will be evaluated accordingly.
  2. What is the procedure regarding submission of classified information? (02/03/03)
    We will not accept classified material.

Secret Clearances

  1. If a TCG Contractor doesn't have a cleared facility, will LM STS sponsor that facility? (02/04/03)
    Yes, we would consider sponsoring a contractor's facility for clearance.
  2. If the work being performed is not classified, must personnel still be cleared SECRET? (02/04/03)
    Yes, anyone participating in the development effort must have a SECRET clearance due to the secret system high requirement. The one exception is COTS. If the TCG is COTS only, the secret clearance requirement is waived.
  3. Will we be in a secure facility at LM STS’ Lake Underhill facility? (02/04/03)
    No, we will not be in a secure facility such as a SCIF. Our DD254 requires only that the developers be cleared to Secret and our development environment be password protected. Portions of the lab will be secured due to the need to integrate with specific Army C4ISR systems.
  4. Can NTC-OIS work be performed at our companies' facilities where access to special labs, testbeds, repositories and personnel are required (i.e., cannot be duplicated at LM STS/Lake Underhill)? (02/04/03)
    Yes. However, it should be noted that for many TCGs, we will require participation at LM STS for particular activities (e.g., integration, product design reviews, IPT coordination).
  5. Can integration be performed at the subcontractor’s facility if it can be performed there more cost effectively? (02/04/03)
    The answer to this question will be determined on a case-by-case basis. There may be elements of integration at the subcontractor’s facility, but at some point the system must come together for integration, either at the LM STS (formerly LMIS) facility or at the NTC.
  6. In our proposals, can we propose people who do not have a Secret clearance? (02/04/03)
    You can propose people who do not have a Secret clearance. However, if they will have access to the developed software or hardware they will have to obtain one.

Solicitations

  1. For the upcoming BIAs, do you anticipate the ICA format being the same as on previous ICAs? (05/13/04)
    Yes.
  2. Why did you combine Gateway and AWES? (05/13/04)
    Both TCGs are high priority needs that require a partial solution in Build 2 and a final solution by Build 3. Both are software intensive efforts that require an approach that is adaptable and extensible as new functions are added, and the TCGs must interoperate well.
  3. Bidders will be developing their proposals for the AAR & Video BIA and the Battlefield Effects & Interfaces BIA while the LSI is integrating Build 1. How will you communicate changes to the Bidders so they can incorporate these findings into their proposals? (05/13/04)
    The requirements for the BIA will be posted with the RFP package. Bidders should propose to those requirements. The evaluation team will evaluate the proposals based on the Bidder's response to the requirements in the RFP package.
  4. Do both TCGs for one BIA have to be bid? (05/13/04)
    Yes, you must bid on both TCGs. We do facilitate teaming through our Web site's OpportunitiesTeaming Information page and would encourage companies to post their information on the site early if they are interested in teaming on a BIA.
  5. Future areas of work may be MOUT and Live Fire Targets and Lifters. Are they acquisition or non-acquisition? (09/16/03)
    These are currently not funded requirements. PEO STRI will decide the procurement approach.
  6. Do we have to bid on the entire TCG? (09/16/03)
    Yes.
  7. During Phase 2 and Phase 3, how are the questions and answers handled on the website. Are the companies revealed with the questions? (09/16/03)
    During those phases, the LSI team meets daily to respond to questions and post them in a timely manner. The question and answer will be posted for all bidders to observe, but the company name will not be posted.
  8. Is there a standard ICA form for Phase 2 or will there be a unique tailored form for each TCG release? (04/10/03)
    The ICA contents may vary, depending on the specific TCG.
  9. To begin the cycle in the procurement of a TCG, is the first opportunity to express interest in the BIA the day it opens for Phase 1? (03/24/03)
    Yes, the first opportunity for a company to express interest in bidding on a BIA is when Phase 1 opens for the BIA.
  10. What contract types do you anticipate - cost, fixed price, etc.? What contract types are envisioned for different types of tasks/acquisitions? (02/04/03)
    We anticipate all contract types. The contract type will vary based on the characteristics of the TCG.
  11. If all are possible, will the contract type be posted along with the Phase 1 request? (02/04/03)
    The contract type will be posted with Phase 3 RFP.
  12. Will draft RFPs be available prior to the Phase 3 RFP? (I.e. 30 day turnaround from initial RFP release may be tight.) (02/04/03)
    The turnaround time of 30 days is notional. It may be longer for some of the more complex TCGs. We may publish draft RFP material for some BIAs. Additionally, we will post draft technical documents as well as acquisition documents prior to the RFP being released, so potential bidders will be able to keep up with the program requirements and design.
  13. When you publish an RFP are you asking for a solution starting with a blank sheet of paper, or are there elements that bidders need to know or is there reuse required from a capability at Ft. Irwin? (02/04/03)
    Bidders will be informed about expected reuse and GFE. The extent of reuse will differ based on the the specific TCG. Since many of the TCGs require compliance with the CTIA architecture within the LTT product line, we would expect that there will not be a lot of “blank paper”.

TCGs

  1. In the AWES TCG, do you have a plan for Live Fire and to automate fire markers? (05/13/04)
    We see no difference in AWES support for Live Fire vs. Force-on-Force. The same software would be executed in support of both kinds of exercises. Fire Marker aids will be based on the planned fire missions as opposed to AWE flyout. Fire Markers will be able to subscribe to detonation events to determine actual placement. No special support from AWES is expected.
  2. The AAR software is not included in the AWES TCG. How is it provided? (05/13/04)
    It is being provided by the CTIA Info Centric Tool Suite.
  3. What effects are included under IO/IEW under AWE? (05/13/04)
    CTIA Spiral 4 Analysis had determined that the following should be modeled:
    1. IEW: GPS and Radio Frequency Jamming. Note that for safety reasons the actual effects are expected to be manual: OCs will direct the units to turn off their GPS or Radio Equipment.
    2. IOW: Virus infections in C4I equipment. Again, due to the risk to the operational equipment, this is expected to be a very manual operation.
  4. Is it correct to derive from the two BIA presentations (i.e. AAR & Video and Battlefield Effects & Interfaces) that no audio and no video will be passed by the gateways? (05/13/04)
    We expect no audio or video to be passed via the gateways.
  5. Will there be a list of the types and kinds of UAVs that will provide video for VMRE? (05/13/04)
    The interface for UAV and Radar Video will be part of the respective TCG acquisitions, and the resultant video will be placed on the network via services. The VMRE TCG is not concerned with the details of acquiring those discrete sources of video.
  6. Is AWE for live fire expected to be different for Force on Force? (05/13/04)
    No.
  7. For the System External Gateway TCG, will you be publishing the configuration and version of ACTF that will be used by the CTCs? (05/13/04)
    Yes, with the RFP material.
  8. Which TCGs are the AAR products being developed under (i.e. take raw data and inputs and develop automated AAR products)? (09/16/03)
    This capability is provided in the CTIA Info Centric Tool Suite, which is GFE to the LSI.
  9. Why is there no communications line back to the Operations Center for Portable AARs? (02/05/03)
    The slide in the Industry Day presentation did not specify a communications link back to the operations center. This was an omission. There will be a wireless link between the portable AAR capability and the Operations Center.
  10. Shouldn’t the Digital Tactical Monitoring TCG include more than capture of digital C4I messages? The JCF-DCX illustrated a unit’s use of web documents in the form of Microsoft products that resided on tactical internet servers. These also require capture. (02/05/03)
    The Digital Tactical Monitoring capability is not limited to the capture of just messages. Capture of digital messages is only part of the overall data collection and feedback mission of the OIS. The Digital Tactical Monitoring TCG will support the capture of all types of tactical digital data considered important to the NTC training feedback process. Monitoring and recording of related documents and attachments, in the native format, must be supported. Tactical communication, in whatever form, must be linked to the Command and Control BOS, and other BOS as applicable and their supporting functions. It is true that messages by themselves indicate little as related to warfighting performance and battle command.
  11. Is the UAV a physical OIS asset or a simulated capability overlaid on a tactical system? Why would we want to disable (simulated hits) a training system capability? (See BIA write-up on web page.) (02/05/03)
    The UAV TCG will provide an ability to simulate a UAV and to stimulate a real (physical) UAV. From our understanding of the NTC-OIS requirements, we must provide a solution that will enable the UAV sensors (physical or synthetic) to sustain damage from players in the battlespace. The OPFOR on the Advanced Collective Training battlespace is capability-based. Providing this threat a capability to defeat and/or degrade a training unit capability such as a UAV fosters realism. It is near-real combat realism that sets the Combat Training Center Program above all other training systems and one which through realism wins wars.
  12. Is there a minimum capability maturity level required (e.g. CMMI Level 3) for TCG developers? (02/04/03)
    It will depend on the TCG. The requirement for a minimum capability maturity level will be specified during Phase 2 or Phase 3 of the BIA.
  13. One of the presenters stated the NTC-OIS must operate up through secret level eventually. Is there an expected date? Does this include DREN usage for constructive/virtual simulation? Do we anticipate usage or existing (i.e. CCTT) protocols or use of HLA? If HLA, who designs the federation? (02/04/03)
    The Secret High capability is expected to apply prior to IOC. We currently do not envision using the Dren for interfacing simulations in a training environment. The System External Gateway TCG developer will be responsible for defining the protocols and/or federation with the LSI.

Teaming

  1. Can a prime change or add to its previously submitted list of subcontractors? (07/12/04)
    Yes, between the ICA and RFP phases, the prime can change or add to its previously submitted list of subcontractors. However, the actual prime cannot change after phase 2.
  2. When we registered we were an independent small business. We recently were “incorporated” as a separate business unit of a larger company. What are we required to do WRT competing in future BIAs? Can we still compete as a separate business unit? (09/16/03)
    Yes. Independent operating units within the same company may compete. If there is need for the operating units to collaborate, the LSI will ask you to identify the lead and will accept bid from the company.

    1) No, you do not have to register if you do not want to be the lead bidder. 2) We do not advertise the companies who are competing. However, to facilitate teaming, we do publish (with permission) the attendance roster and e-mails for Industry Day. Additionally, companies may submit the information on the “Teaming Information” Web page.
  4. If a company that is participating on a BIA decides to team with another company, can the company share their NTC-OIS user ID to access the BIA specific information? (08/05/03)
    No. User IDs are not to be shared across companies. When teaming, the lead company will be given access to all BIA specific information while they are participating in the BIA. If the lead company wants their teammates to have access to the BIA specific information, they may send a request to the Webmaster. Access will be granted to the teammates if they are registered with the LSI. For more information, refer to the HelpUser ID Maintenance page, under the section entitled User ID Security Guidelines.
  5. Please consider the following scenario: Company A is the lead company bidding on a BIA. Company B is on their team. If for some reason Company B wants to become the lead after the initial downselection has occurred, does the process allow for this? (08/05/03)
    No. A company must successfully complete every phase of a BIA as the bidder, beginning with Phase 1.

Web site Access and Registration

  1. What steps are required to complete registration with the NTC-OIS LSI? (03/24/03)
    In order to register with the NTC-OIS LSI and receive a User ID, you must complete the following steps:
    1. Complete the registration form and submit to the LSI via FAX, email or hardcopy mail.
    2. Sign the Proprietary Information Agreement (PIA), the ITAR Non-Disclosure Agreement (NDA) and the Document Distribution Compliance Form and mail the three (3) original signed documents to the LSI.
    3. If your company is not set up in the Lockheed Martin corporate supplier database, which is called Trading Partner Management (TPM) System, you will receive an email containing a TPM User ID and password. You must respond to the email and complete the supplier profile information for your company on the TPM web site.

    Upon successful completion of these steps, you will be registered with the LSI and will receive a User ID.

  2. Is the User ID and password for the TPM system the same as the User ID for the NTC-OIS web site? (03/24/03)
    No, these are separate User Ids. The User ID and password provided via email for TPM System only provides access to the TPM system and allows your company representative to input supplier profile information into the LMC corporate data base. This TPM password will allow you to update your supplier information, in the future as needed. Your NTC-OIS User ID provides access to restricted areas that contain ITAR controlled information on the NTC-OIS web site.
  3. Is State Department registration required prior to registering with the LSI? (02/28/03)
    Although State Department registration information is highly desirable, company registration can be completed without this information.
  4. With one user ID/Password per company, can more than 1 person per company access the web site simultaneously? (02/04/03)
    Yes.
  5. Like Lockheed Martin, several corporations have subordinate entities that conduct diverse business operations independent of one another. Is the restriction to the corporation or operating unit for registration? (02/04/03)
    Each Operating Unit will be able to register and receive a unique user ID and password.
  6. If I have a user ID and password to access the CTIA site, do I need to register or can I use that? (02/04/03)
    You need to register with the NTC-OIS LSI. CTIA is a different web site run by PEO STRI. Anyone interested in bidding on a BIA must register with the LSI. There are no exceptions. Conversely, if you have an NTC-OIS user ID, you will need to register for CTIA access separately.

Who Can Participate?

  1. If you win a BIA and become “a member of the team”, does that mean you are no longer able to participate in other BIAs? (09/16/03)
    No, you may bid on other BIAs. As a team member you will not participate in the LSI acquisition team planning, execution and evaluation process.
  2. What are the small business goals? WOSB? 8(a)? SDB? (09/16/03)
    We are committed to fostering the involvement and development of the SDB community. We do not have any specific goals identified. SDB set asides will be considered on a case-by-case basis. This determination will be conducted as part of the preparation for the acquisition and will be published with the release of the BIA.
  3. What process is underway or planned to allow participation of foreign owned companies? When do you anticipate a decision as to whether or not a foreign owned company will be able to participate? (02/04/03)
    The constraints of the program are in our DD254. The government is trying to get clarification on the security (Secret High) requirements and their application for the Combat Training Centers. We do not have a timeline for resolution, but are actively working it. If a foreign source is interested, they should stay tuned to the program and keep watching for updated information.

    The LSI is willing to proceed through export control process with a foreign company in order for them to gain access to the restricted partition of the web site Foreign companies that may be interested in participating in NTC-OIS are encouraged to register to initiate the export control process.

  4. Will Lockheed Martin Lot I Team members receive preference over non-team member companies? Can non-team member companies win business? (02/04/03)
    No preference is given to LSI team members. Team and non-team members are judge solely on the value they can provide to the NTC-OIS. The company who wins business will be the one that provides the best value.
  5. Please explain the LSI firewall for other parts of Lockheed Martin that may compete for NTC-OIS. (02/04/03)
    The LM STS (formerly LMIS) operating unit controls the acquisitions and the web site. All other Lockheed Martin operating units will be required to follow the same process as other bidders. The Non-Disclosure Agreement that the LM STS NTC-OIS team signs will preclude them from discussing competition sensitive information with anyone outside of the LM STS/government acquisition team. Additionally, the government has oversight of the entire lifecycle of the acquisition to assure fair competitions.
  6. Will there be Small Business/Small Disadvantaged Business requirements in the competitive tasks? (02/04/03)
    The Small Business/Small Disadvantaged Business (SDB) requirements will be determined on a TCG by TCG basis. SDB requirements will be included as part of the requirements for the BIA.
  7. What is the policy with respect to opportunities for Small and Disadvantaged Businesses? Will there be Set Asides? (02/03/03)
    We are committed to fostering the involvement and development of the Small and Disadvantaged Business community. At this time, we foresee that decisions on Set Asides will be made on a case-by-case basis. This determination will be conducted as part of the preparation for the acquisition and will be published with the release of the BIA.
  8. Will international companies be permitted to compete? (02/03/03)
    Not at this time. While our goal is to develop a world class Live Training Center, and thus to seek best value solutions from the broadest industry base as possible, we are currently constrained to operate the NTC-OIS in the Secret System High mode. This adversely affects our ability to fully involve foreign industry. International participation is being worked. We will keep you informed of any changes via this web site.
  9. Are Government agencies and laboratories eligible to respond to the RFPs? (02/03/03)
    At this time, we encourage participation from all sources and will include non-traditional defense contractors, defense contractors, academia, government agencies and laboratories.
