CTC-OIS Program Overview
The objective of the Combat Training Center Objective Instrumentation System
(CTC OIS) Program is to design, develop and field a “World-Class”
instrumentation system for the National Training Center (NTC) at Fort Irwin,
California, Joint Readiness Training Center (JRTC) Fort Polk, Louisiana and
in Germany. The Army’s three Combat Training Centers all have the same
mission and requirements for training. However, all three CTCs were established
in the early 80’s, late 80’s and early 90’s with different
architectures, different capabilities, different hardware and software.
The U. S. Army Program Executive Office, Simulation, Training, and Instrumentation
(PEO STRI) selected Lockheed Martin Simulation, Training & Support (LM STS)
in December 2002 to be the Lead Systems integrator (LSI) to develop a common
system based on the CTIA architecture that would allow all the CTCs to communicate
with each other and be supported with a common logistical base. The primary
responsibility of the LSI is assuring the overall system is integrated and meets
the system requirements. Most of the elements of the system will be procured
by the LSI through competitive, awarded subcontracts or will be provided to
the LSI from other contracts.
To satisfy the continuous need for combat readiness training, the CTC OIS Program
has recently shifted from its original “turn-key” deployment plan
to an incremental fielding methodology. Each deployment wave, or build, will
alternate between additional equipment and expanded coverage capabilities.
The mission for each CTC is to provide advanced collective force-on-force and
live fire training to Brigade Combat Teams and Echelons Above Division in realistic
battlefield conditions. The CTC OIS provides near-real combat learning experiences
for the units undergoing training. The CTC Training Systems collect player information
on war-fighting performance, and then provides detailed and tailored After Action
Review (AAR) to the units. The units participate in the AAR for self-discovery
of doctrinal application, battle-focused skill efficiency and effectiveness,
and tactics, techniques, and procedures proficiency.
To facilitate the AAR process, each CTC currently has an Instrumentation System
(IS) that provides the ability to track player units in the battle-space, collect
player performance data, and provide platoon through brigade echelon specific
and Battlefield Operating Systems (BOS) specific AARs.
The CTC OIS will be a modernization of the current IS. The CTC OIS will leverage
advanced technology and a modular, component based architecture to meet the
U.S. Army's existing and future advanced collective training objectives as follows:
- Support all critical warfighting capabilities of all warfighting systems
allowing tactical engagement simulations throughout.
- Synergistic management of a unit rotational training event that includes
all pre-rotation, rotation, and post-rotation unit training tasks, enhanced
training command and control, expanded player visibility, and objective feedback
for AARs.
- Comprehensive linkages to digital Command, Control, Communication, Computers,
Intelligence Surveillance, and Reconnaissance (C4ISR) systems allowing for
portrayal of the full spectrum of C4ISR operations in the live environment.
- Robust and expanded linkages to constructive and virtual simulations to
enhance the training experience.
- Advanced wireless and wired communications networks that provide reliable,
effective data collection and efficient use of the electromagnetic spectrum.
- Well-defined interface allowing for increased flexibility, scalability,
and interoperability with other services and instrumentation devices.
The CTC OIS system consists of multiple Technology Capability Groups (TCGs).
Many of these TCGs will be competitively acquired through Broad Industry Announcements
(BIAs). Other TCGs will be provided to the LSI as non-acquired TCGs (Government
Furnished Equipment or otherwise provided).

CTC OIS is being built off of the Common Training Instrumentation Architecture
(CTIA) and as such, all developed components of the CTC OIS shall be CTIA compliant.
